The only reason Zach agrees to offer 24/7 protection of Samantha McDowell is to help the new business he and Vivi are building. Even if she can't pay much, a security gig for a criminal witness would look good for the Guardian Angelinos and help get them other clients. Wasn't that the only reason? Or was it the chance to be around a seriously hot woman whose company he had enjoyed for a brief time before he left for Iraq? The only problem is that keeping Samantha safe gets increasingly difficult. Almost as difficult as keeping his hands off her.
